The American Council for Nationalities Services had its origins during World War I in the United States Committee on Public Information, Division of Work with the Foreign Born. After several brief nongovernmental affiliations, the Division became independent in 1921 as the Foreign Language Information Service (FLIS). The St. Louis, Missouri, International Institute was established in 1919 under the direction of Letitia Fyffe; it was under the auspices of the YWCA from 1920 on.
